Discussion Group Formation

I am looking for information on setting up a discussion group for Florida
Native Plants that would operate similar to our CP discussion group. This is
a new adventure for me. What is the procedure? How did we get started? I've
read the cp.90 archive. It looks like we just started as eMail
communications. How are the messages sent out to all members on the
subscription list? Does the server administrator at my facility need to set
up some special address or software for a discussion group? Any information
or recommendations will be appreciated.
