The problem here is, that it does not suffise to have the actual
CITES law. You also need the local ones and the directions given to
the local authorities (especially enforcing customs 'authorities')
about how _they_ are to interpret the law.
My _experience_ is that these are two (or more) pairs of sleeves. And
remember (at least in Germany), Beamte (=civil cervants) are _always_
right.
