Since spam mail that reaches the listserver is essentially a form of advertising,
I don't see why it shouldn't be charged for at eg 10 dollars per word. A nicely
drawn up invoice sent to the spam originators (payable to the ICPS) might
discourage them.

Of course, this is not very practical as it needs someone to process the spam
and prepare the invoices, which would be even more time consuming than
the spam filtering that is done at the moment. And of course, the spam
originators wouldn't pay up. Such is life.
