Cindy,

It sounds like you have fungus gnats. They love any soil that is peaty and
damp. As far as I know, the adults are pretty much harmless, but the larvae
(very tiny almost clearish grubs in the soil) wiggle around and eat decaying
organic matter. They will occasionally feed on roots and other very soft,
ground level plant parts. Any type of general insectide drench should work
fine. Good luck...
