Steve,
AFAIK climate zones are an invention of the USDA (US Dept. of
Agriculture). They divide the US into roughly horizontal bands; the
temperatures (avg min/max, first frost, etc) are similar within each
band. My main experience with climate zones are on the back of seed
packets. Seed companies give planting dates of the back of the packet
based on what zone you live in.

This was discussed a few months ago on the CP list and I think someone
found an URL with a climate zone map and an explanation of the zones.
