I reckon some mites can do this but chiggers are supposed to be
the larva of a type of mite. They feed on animals and them let go,
unlike ticks and fleas which often stay or lay eggs on hair. I
don't know where chiggers lay their eggs but the ones doing the
biting are supposed to be the young.
