I'm somewhat surprised that you never got roots to form while you had
the beginnings of leaves. My first guess is that you kept it too humid and
no roots developed. However, I've gotten successful rooting under near
100% humidity.

The only way I've ever done it is via water rooting. Dip your
cuttings into your rootone and place them in an enclosed container and the
cut end in a small jar filled with distilled water. You'll still get the
buds first, but I've been fairly successful in getting roots to form as well.

Finally, how much peat are you using? Nepenthes need a very open
mixture, even straight perlite with just a pinch of peat will do.
