Yes, in Europe this is true.  But here in the U.S. there is an additional
federal law called ESA (Endangered Species Act)which has priority over CITES
and prohibits the commerce of endangerd plants, in this case this would be
plants listed in the ESA.  It includes the well known Sarraceniae, P.
ionantha, and might soon include S. leucophylla and D. muscipula.
