poaching and habitat destruction

I didn't mean to come across that way. But if the vast majority of
plant loss is due to development, and a small minority due to poaching,
I'd hope we would spend the majority of our time trying to deal with the
larger cause of the problem.

I mention this point since most of the talk here has been about CITES
and not about what practical solutions we might come up with to actually
encourage developers to preserve (and revive) wetlands. Perhaps major
tax incentives to those who preserve such land?
