Yes. But the designers purpose is to reduce the current, I bet.
Would you like to use a narrow window to control the motor, like 10.5v zero
speed to 12v full speed? (on PC fans anyway).
It's more likely that you use a current source to provide 50 mA for full
speed (as the fan in my PC). When you make it provide 25 mA you can be quite
sure the speed is about half.

I also wonder if you'd like the air deplacement from it and the noise it
will still make.
