I don't know about plans to expand the ZIP from nine to eleven digits.
However, I think that most countries have the same types of problems you
mentioned -- growing population & businesses, hand-written addresses,
etc. I guess the thing that disturbs me is all of the stories about
mail being misdirected and taking weeks to get across town -- and
various experiences I've had pointing to inefficiencies -- in contrast
to the P.O.'s reported plans to move into an electronic form of mail.
It seems to me that they should concentrate on doing the present job
well, before attempting new ventures!
