The Georgia Native Plant Society has an active rescue program. Permission is
obtained from developers before we go out and dig. However, these rescued plants
are forbidden to enter commercial channels. We cannot sell them, except at small
fund raisers for non profit organizations. This is an excellent policy in my
opinion. Many plants are donated to various public lands, and many are grown by the
rescuers.

The problem with selling salvaged plants is that anyone can (and has) done
wholesale rape on populations and "claimed" that they were rescued.
